Kostanay Social Academy was founded in 1998. Start of educational activity – 1999.

In 2004, the Kostanay Social Academy was transformed into an educational institution of a new status – Kostanay Social – Technical University (certificate No. 5845-1937-U-e).

In 2001, the university passed the state certification (order of the Ministry of Education and Science of the Republic of Kazakhstan No. 803 dated 10/17/2001). In 2003, it was defined as a university conducting testing (order of the Ministry of Education and Science of the Republic of Kazakhstan No. 206 dated 04.04.2003).

Aldamzhar Zulkharnai Aldamzharuly was born on December 5, 1937 in the village of Saraychik in the Makhambet district of Atyrau (former Guryev) region.

In 1962, he graduated with honors from the History Department of the Al-Farabi Kazakh National University and began his career at the Atyrau Pedagogical Institute, now the Khalel Dosmukhamedov University, consistently holding the positions of teacher, head of the department, dean of the Faculty of History and Philology. In 1967-1970, he studied at the graduate school of the Ch. Ch. Institute of History, Archeology and Ethnography.Valikhanov Academy of Sciences of the Kazakh SSR. From 1973 to 1975, he worked in the regional department of vocational education. In 1976-1979, he was the director of the University of Marxism-Leninism of the regional Committee of the Communist Party of Kazakhstan. In 1980-1989 – Vice-rector for Scientific Work of the Atyrau Pedagogical Institute.

On April 28, 1989, Aldamzhar Zulkharnai Aldamzharuly was elected rector of the Kostanay Pedagogical Institute. Then this University was transformed into the Kostanay State University named after A. Baitursynov. 

In May 2001, he created the “Innovation Center”, where he continued his activities on the development and implementation of a new approach in the field of education, science, production technology, and training of scientific personnel.

In 1999, Aldamzhar Zulkharnai Aldamzharuly created the Kostanay Social Academy, then renamed the Kostanay Social and technical University, which trains specialists in technical, pedagogical, economic and legal areas. In the same year, Kostanay Socio-Economic College was founded, renamed Kostanay social and technical College. Expanding the range of educational services, Kostanay social and technical University has entered the international educational space. An International Consortium of Education has been established, the founders of which are Kostanay social and technical University, Ural State Technical University (Yekaterinburg, Russia). The Consortium includes the Ural State Law Academy (Yekaterinburg) and the Atyrau Institute of Oil and Gas. A representative office of the Chelyabinsk State Medical Academy (Chelyabinsk) has been opened. 

Currently, Kostanay social and technical University has:

• ten modern buildings;

• comfortable dormitories for students;

• libraries with spacious reading rooms; 

• The Palace of Culture of Students;

• «Shapagat» Medical Center; 

• Aldamzhar rugby team;

• the student newspaper “Shamshyrak”, the scientific journal “Vestnik KSTU”; 

• a sports and recreation complex in a pine forest.

The range of scientific interest of Zulkharnai Aldamzhar as a researcher is significant.

He defended his PhD thesis in the specialized Council of the Institute of History, Archeology and Ethnography named after Ch.Valikhanov Academy of Sciences of the Kazakh SSR, doctoral dissertation-in the Main Specialized Council of the Institute of the History of the USSR of the Academy of Sciences of the USSR (Moscow, 1985), in 1987 the Higher Attestation Commission of the USSR was approved with the academic title of professor, he is an academician of the International Academy of Sciences of the Higher School of Kazakhstan, the International Academy of Informatization, honorary professor of a number of universities, including foreign ones. 

Zulkharnai Aldamzhar created a private scientific center under his scientific supervision – “Aldamzharov Research and Educational and Cultural Center”. The Center has defined its task as practical assistance to the development of science, education, new technology, culture and caring for talented young people.

Zulkharnai Aldamzhar actively participated in the socio-political and scientific life of the university, the region, the republic. He took an active part in the work of various public, political, scientific and cultural organizations of the pedagogical Institute, districts, the city and the Atyrau region. He was elected a member of the bureau of the Kostanay Regional Committee of the Communist Party of Kazakhstan, a deputy of the Kostanay Regional Council of People’s Deputies, a deputy of the Supreme Council of the Republic of Kazakhstan (on the list of the President), where he was elected deputy chairman of the Committee on Science, New Technology and Education, chairman of the Subcommittee on Higher Education. He was elected Chairman of the Council of Rectors of Universities in the northern region of Kazakhstan, chairman of the Republican Council for Small Schools.

Zulkharnai Aldamzhar was awarded the Order of “Parasat”, medals, distinctions, certificates of honor, in 1993 he was awarded the title of honorary citizen of the State of Texas (USA), in 2005 he was awarded the title of honorary citizen of Kostanay. By the Decree of the President of the Republic of Kazakhstan, he was awarded the government award “Honored Worker of the Republic of Kazakhstan”. 

All the transformations in the higher school system in the Kostanay region and in the republic are connected with the name of Zulkharnai Aldamzhar.
