Extract from the order of the Minister of Science and Higher Education of the Republic of Kazakhstan dated October 31, 2018 No. 600 "Model rules for admission to training in educational organizations implementing educational programs of higher education"

Paragraph 1. The procedure for admission and conduct of special examinations

  1. Admission to study in groups of educational programs of higher education requiring special training, including in the areas of education “Pedagogical Sciences”, is carried out taking into account the results of special exams.
  2. To organize and conduct special examinations, a commission is created for the period of the examination by the decision of the first head of the EHPE or by the person acting in his capacity.

The commission includes representatives of the EHPE, public organizations, and the media.

The commission consists of an odd number of members, and the chairman of the commission is elected by a majority of votes from among the members of the commission. The decision of the commission is considered valid if at least two-thirds of its members are present at the meeting. The decision of the commission is made by a majority vote of those present at the exam. In the case of equality of votes, the vote of the chairman of the commission is decisive.

  1. Conducting special examinations is carried out by groups of educational programs, in accordance with the List of groups of educational programs for which special examinations are held following Appendix 1 to these Model Rules.

Persons entering higher education programs that require special training, including in the field of education “Pedagogical Sciences”, submit the following documents to the admission committee of the EHPE for passing special exams:

  1. Document on general secondary or technical and vocational, post-secondary education (original);
  2. 2 photographs 3 x 4 centimeters in size;
  3. A copy of an identity document;
  4. UNT certificate (if available);
  5. Acceptance of applicants’ documents and holding a special exam for admission in the field of education “Pedagogical Sciences” are carried out at the EHPE from June 20 to August 24 of the calendar year.

  1. Persons entering the EHPE in the areas of education “Pedagogical Sciences” pass one special exam conducted by the admission committees of the EHPE.

For persons entering the EHPE in the areas of education “Pedagogical Sciences”, points are taken into account in the history of Kazakhstan, mathematical literacy, reading literacy (the language of instruction), and two specialized subjects.

For persons entering the EHPE in the areas of education “Pedagogical Sciences” in related areas of training of higher education personnel, providing for reduced terms of study, points are taken into account in general professional and special disciplines.

  1. Programs for conducting special examinations are developed by the EHPE and approved by the chairman of the selection committee of the EHPE.
  2. The schedule of special exams (the form of the exam, the date, time and place of holding, consultations) is approved by the chairman of the selection committee and brought to the attention of applicants no later than before the start of acceptance of documents.
  3. Admission to the auditorium (room) of special examinations is carried out upon presentation of an identity document.

At the same time, special exams are held in classrooms (rooms) equipped with video and (or) audio recording.

  1. Prior to the start of special examinations, applicants are given examination material and the procedure for the design of title pages is explained, as well as the start and end times of special examinations, the time and place of announcement of the results and the procedure for filing an appeal.
  2. A special exam for applicants in the fields of education “Pedagogical Sciences” isassessed in the form – “admission” or “non-admission”.
  3. The results of the special exam – a statement of admission, a protocol of the commission in any form are transferred to the executive secretary of the selection committee (his deputy) for the announcement of the results. The protocol of the commission is signed by the chairman and all present members of the commission.
  4. The results of special examinations are announced on the day of the examination.
  5. Based on the results of special exams in the areas of education “Pedagogical Sciences”, the applicant is issued an extract from the statement for presentation to the EHPE at the place of enrollment.
  6. For the period of examinations, to comply with the requirements for a special examination, resolve disputes, protect the rights of persons taking the relevant examinations, an appeal commission is created by order of the first head of each EHPE or a person acting in his duties, the composition of which consists of an odd number of members including its chairman.
  7. An application for appeal is submitted to the chairman of the appeal commission personally by a person who has passed a special or creative exam, is accepted until 13.00 the next day after the announcement of the results of the special exam and is considered by the appeal commission within one day.
  8. The decision of the Appeal Commission is considered valid if at least two-thirds of its members are present at the meeting. The decision on the appeal of disagreement with the results of a special examination is taken by a majority of votes from the number of members of the commission present. In case of equality of votes of the members of the appeal commission, the chairman’s vote is decisive. The work of the appeal commission is documented in a protocol signed by the chairman and all present members of the commission.
