On April 28, 2026, Ruslan Batyrzhanovich Abdullin, Rector of the Kostanay Social and Technical University named after Academician Zulkharnay Aldamzhar, was awarded the high state award of the Altyn Barys badge, as well as a Letter of Gratitude from President of the Republic of Kazakhstan Kassym-Jomart Kemelovich Tokayev for his significant contribution to the high-quality preparation of the new Constitution of the Republic of Kazakhstan and his active participation in organizing and conducting the national referendum on its adoption.

The Altyn Barys badge is awarded for special services to the state and society, including significant contributions to the development of the economy, science, education, and social sphere, participation in the implementation of state programs and reforms, strengthening of state institutions, as well as for active social and political activities and long-term conscientious work of great public importance.

Abdullin Ruslan Batyrzhanovich’s contribution to the preparation and implementation of important state events was highly appreciated as an example of professionalism, responsibility, and dedication to the country’s interests.

A letter of gratitude from the President of the Republic of Kazakhstan, Kassym-Jomart Kemelovich Tokayev, was also presented to the First Vice-Rector of the University, Bekov Dastan Saltanovich, for his principled civic stance and active participation in socio-political processes that contribute to the implementation of significant initiatives and the improvement of the public administration system.
This award recognizes the significant contribution of the university’s leadership to the development of the education system and public-government processes.
